Serena, other stars advance at Wimbledon (AP)

WIMBLEDON, England – Serena Williams has been known to say she isn't satisfied with this or that aspect of her game, even after easily winning a match, say, 6-3, 6-2.

So it was somehow refreshing to hear Williams actually praise herself after a victory by that very score over 26th-seeded Maria Kirilenko at Wimbledon on Saturday.

Yes, only five matches since returning to the tour after nearly a full year off because of a series of health scares, Williams produced a performance worthy of the 13-time Grand Slam champion that she is. And then Williams talked the talk of someone finally ready to concede that British bookmakers might very well have been right to make her the pre-tournament favorite.

Asked whether she was surprised by the odds, the seventh-seeded American smiled widely and said: "I wouldn't bet against me."

After hitting 10 aces and compiling a 32-9 edge in winners against Kirilenko, Williams termed the showing her "best I've played since I came back."

"I was a little more consistent, and I played my game more," said Williams, trying to become the first woman since Steffi Graf in 1991-93 to win three consecutive Wimbledon titles. "Wasn't as tight and nervous and uptight. I was able to relax more today."

She was part of a parade of past champions who breezed into the fourth round Saturday, joined by Roger Federer, Rafael Nadal and Maria Sharapova, who all were straight-set winners, too. Top-seeded Caroline Wozniacki, seeking her first Grand Slam title, and two-time Australian Open champion Novak Djokovic, who is now 44-1 in 2011, also moved on.

There were two upsets of some significance.

Two-time French Open finalist Robin Soderling, who was seeded fifth, was dealing with stomach problems and bowed out meekly against 158th-ranked qualifier Bernard Tomic of Australia 6-1, 6-4, 7-5. Tomic is the first 18-year-old to reach the men's fourth round at Wimbledon since Michael Chang and Goran Ivanisevic in 1990.

"I was very calm, but inside I was bursting. I tried not to show it to him. He was getting a bit frustrated," Tomic said. "The way I've been playing is really good. If I can keep it up like this, who knows?"

No. 9 Gael Monfils lost to 93rd-ranked qualifier Lukasz Kubot of Poland 6-3, 3-6, 6-3, 6-3. Kubot is the first man from Poland to make it this far at Wimbledon since Wojtek Fibak in 1981.

Wimbledon is the only Grand Slam tennis tournament that schedules a day off on the middle Sunday — and the only one that puts all 16 men's and women's fourth-round matches on the second Monday. When play resumes, these are some of the men's matchups: No. 1 Nadal vs. No. 24 Juan Martin del Potro, the 2009 U.S. Open champion; No. 2 Djokovic vs. No. 19 Michael Llodra; No. 3 Federer vs. No. 18 Mikhail Youzhny; No. 4 Andy Murray vs. No. 17 Richard Gasquet; and No. 10 Mardy Fish, the last U.S. man left, vs. No. 6 Tomas Berdych, the 2010 Wimbledon runner-up.

Fish advanced Saturday when Robin Haase retired in the fourth set, while Berdych wrapped up a rain-suspended victory over Alex Bogomolov Jr. of the United States.

"It's lonely," said Fish, who's been broken only once in three matches.

Djokovic trashed his racket during a 6-4, 4-6, 6-3, 6-4 victory over 2006 Australian Open finalist Marcos Baghdatis in the day's last match on Centre Court.

"Look, I'm not going to change who I am. I can work on some things, but, you know, my temper is my temper. My character is my character," said Djokovic, whose 43-match winning streak ended with a loss to Federer in the French Open semifinals.

With Baghdatis serving at 30-all while leading 4-3 in the second set, Djokovic pushed a shot long to lose the point. Standing at the baseline, he smashed his racket, hitting it once, twice, three times against the ground. As Djokovic walked to the sideline to trade in that now-damaged piece of equipment for a fresh one, Baghdatis chuckled to himself.

Chair umpire James Keothavong — brother of British player Anne Keothavong — was less amused, warning Djokovic for racket abuse. Baghdatis won the next point, too, to pull ahead 5-3, and he served out the set with an ace two games later.

But Djokovic pulled through, even as he occasionally paused to clutch at his left leg.

"I'm not tired physically. I just didn't feel good today. ... My legs weren't working. You have those days," Djokovic said. "Luckily for me, when I needed to, I played well."

Nadal also acknowledged being slightly bothered a muscle problem in his right leg during a 7-6 (6), 7-6 (5), 6-0 win over Gilles Muller of Luxembourg — the last man other than Federer to beat the Spaniard at Wimbledon. Nadal made a total of three unforced errors — and 30 winners — against Muller, who eliminated him in the second round in 2005.

Since then, Nadal is 29-2 at the grass-court Grand Slam tournament, losing to Federer in the 2006 and 2007 finals, then winning the titles in 2008 and 2010. Nadal skipped Wimbledon in 2009 because of tendinitis in his knees; he made clear Saturday his knees are fine now.

As for del Potro, a former top-five player who's seeded 24th as he works his way back from right wrist surgery that sidelined him most of last year, Nadal observed: "His level is much better than what the ranking says today."

The same goes for Williams, who is ranked only 25th. A few days after winning her fourth Wimbledon title last year, she cut both her feet on glass at a restaurant. That led to two operations on her right foot; she later was hospitalized for clots in her lungs, and then to remove a pool of blood that gathered under the skin on her stomach.

Understandably, she explained Saturday, she'd been playing tentatively until Saturday.

"You're always thinking, 'I can get hurt again.' You just kind of have to let those thoughts go or anything could happen," Williams said. "And I wasn't thinking that at all today. It was just a big difference."

On Monday, she'll face 2007 runner-up Marion Bartoli. Other fourth-round women's matches include Williams' older sister Venus vs. No. 32 Tsvetana Pironkova, who upset the five-time Wimbledon champion a year ago; Wozniacki vs. No. 24 Dominika Cibulkova; and Sharapova vs. No. 20 Peng Shuai.

After beating Kirilenko — her first straight-set victory in five matches since returning — Williams revealed another, if less serious, mishap from her annus horribilis: She scraped her right shoulder and face when she fell off her pink bicycle during a ride near her home in Florida in October.

"I'm thinking, 'Oh, nooooooo,'" Williams recounted, as though replaying her words in slow motion. "All I thought was, 'Don't fall on my face. Don't fall on my face.' When I fell on my face, I was like, 'No!'"

Since then, she's been sticking to stationary bikes.

Early Retirement Of CIVIL SERVANTS Will Not Influence On The Fight Against Corruption

Jakarta -Government mewacanakan early retirement for civil servants (CIVIL SERVANTS) in particular in the Environment Ministry of finance. The way it was put in place to increase the productivity of the bureaucratic work. Whether early retirement also can also eradicate corruption in the bureaucracy?

"A Typology of CIVIL SERVANTS in korusi occurs at the level of decision-making, more dominant there. Not at the level of his new officer or below, but the policy makers who want to enrich themselves, "said researcher Indonesia Corruption Watch (ICW) Donald Farsi, after a news conference at the Office of Transparency International Indonesia (TII), Jl Senayan, South Jakarta, Sunday (26/6).

The eradication and prevention of corruption in an environment of civil servants, should have been done at the level of acceptance of the candidate selection of CIVIL SERVANTS. ICW suspect kongkalikong occurs when the selection period.

"The selection process is conducted in a transparent and accountability. So it's not easy being taken advantage of certain persons to earn some money, "explained Donald.

Then, how under the pretext of increased productivity performance of the bureaucracy and BUDGET savings?

"I have not seen there. Talking the talk with productivity quality, "said Donald.

Earlier, a member of the HOUSE of REPRESENTATIVES Commission XI RI Kemal Azis Stamboel told the detikcom, Saturday (25/6) stated, early retirement programmes needed considering the allocation of employees who continue to swell shopping, yet coupled with the continued financial burden as to pensions and old age allowance.

Kemal mentions, the post of overall employees shopping in which the Government allocated Rp 180, 6 trillion or about 14.7 per cent of the BUDGET in 2011. At the same time, the budget allocation was set to support the achievement of the priority goals of the infrastructure only Rp 67, 4 trillion.

"The budget is very big and wasteful when compared to the productivity of CIVIL SERVANTS currently being viewed. The low productivity of the employees are so relaxing activity in nearly all government agencies so as to create a system of bureaucratic chain becomes too long and high-cost economy trigger, "said Kemal.

Australian carbon tax cash flow to families: PM (AFP)

SYDNEY (AFP)-Prime Minister Julia Gillard moved Sunday to reassure Australians that its planned carbon tax would not hurt their finances, saying that 90 percent of households would offset the higher costs.

Labor Leader that Gillard has immersed in the polls since he announced plans for a carbon tax this year, a statement apparently contradicting the campaigning there would be no such tax under his rule.

Sunday, said she was determined to tackle climate change by placing a price on carbon pollution, which would have been paid by major industrial polluters in the country, and using this money to help families.

"So I can confirm today that nine of 10 families will receive assistance-that is seven million Australians get assistance," Gillard said program "Meet The Press" on channel 10.

"We want to help people through tax cuts, through changes to the family, and of course through pension arises as well.

"And the vast majority of people that we don't really pay any price, due to receiving the 0assistance".

The conservative opposition has attacked the proposal for a carbon tax, which is yet to be finalized, saying it will harm the industry and cost jobs, at the same time as increasing daily subsistence costs of Australians.

Opposition leader Tony Abbott, who accused Gillard to push for a fee which has no mandate, has promised to repeal the levy of carbon if elected.

Gillard defended his decision to push again for a fixed price for carbon, after initially exclude during the campaign, saying that she still intended to develop a system of cap and trade within three to five years.

"I understand (that) people looking at that statement before the last election would say to themselves: ' has not said carbon tax then there is going to be a carbon tax now," Gillard said.

"But it is a stepping stone to get to where I always wanted this nation to get to and what I spoke before the election campaign, that emissions trading is a scheme for addressing climate change."

Whales, plankton migrate across Northwest Passage (AP)

AMSTERDAM – When a 43-foot (13-meter) gray whale was spotted off the Israeli town of Herzliya last year, scientists came to a startling conclusion: it must have wandered across the normally icebound route above Canada, where warm weather had briefly opened a clear channel three years earlier.

On a microscopic level, scientists also have found plankton in the North Atlantic where it had not existed for at least 800,000 years.

The whale's odyssey and the surprising appearance of the plankton indicates a migration of species through the Northwest Passage, a worrying sign of how global warming is affecting animals and plants in the oceans as well as on land.

"The implications are enormous. It's a threshold that has been crossed," said Philip C. Reid, of the Alister Hardy Foundation for Ocean Science in Plymouth, England.

"It's an indication of the speed of change that is taking place in our world in the present day because of climate change," he said in a telephone interview Friday.

Reid said the last time the world witnessed such a major incursion from the Pacific was 2 million years ago, which had "a huge impact on the North Atlantic," driving some species to extinction as the newcomers dominated the competition for food.

Reid's study of plankton and the research on the whale, co-authored by Aviad Scheinin of the Israel Marine Mammal Research and Assistance Center, are among nearly 300 scientific papers written over the last 13 years that are being synthesized and published this year by Project Clamer, a collaboration of 17 institutes on climate change and the oceans.

Changes in the oceans' chemistry and temperature could have implications for fisheries, as species migrate northward to cooler waters, said Katja Philippart, of the Royal Netherlands Institute of Sea Research who is coordinating the project funded by the European Union.

"We try to put the information on the table for people who have to make decisions. We don't say whether it's bad or good. We say there is a high potential for change," she said.

The Northwest Passage, the route through the frigid archipelago from Alaska across northern Canada, has been ice-free from one end to the other only twice in recorded history, in 1998 and 2007. But the ice pack is retreating farther and more frequently during the summers.

Plankton that had previously been found only in Atlantic sea bed cores from 800,000 years ago appeared in the Labrador Sea in 1999 — and then in massive numbers in the Gulf of St. Lawrence two years later. Now it has established itself as far south as the New York coast, Reid said.

The highly endangered gray whale sighted off the Israeli coast in May 2010 belonged to a species that was hunted to extinction in the Atlantic by the mid-1700s. The same animal — identified by unique markings on its fluke, or tail fin — appeared off the Spanish coast 22 days later, and has not been reported seen since.

Though it was difficult to draw conclusions from one whale, the researchers said its presence in the Mediterranean "coincides with a shrinking of Arctic Sea ice due to climate change and suggests that climate change may allow gray whales to re-colonize the North Atlantic."

That may be good for the whales, but other aspects of the ice melt could be harmful to the oceans' biosystems, the scientists warn.

Plankton is normally the bottom of the marine food chain, but some are more nutritious than others. Plankton changes have been blamed for the collapse of some fish stocks and threats to fish-eating birds in the North Sea, the studies show.

The migration of a solitary whale and two species of plankton is not of much concern so far, Reid said. "It's the potential for further ones to come through if the Arctic opens. That's the key message."

No evidence to back claims of Mubarak's cancer: official (AFP)

CAIRO (AFP)-there are no "scientific" evidence to support claims by lawyer Hosni Mubarak, who ousted President has cancer, said an official of the Egyptian Health Ministry in statements published Sunday.

Mubarak, who is in custody in a hospital in the Red Sea resort of Sharm el-Sheikh, has "a stomach cancer and tumors are growing," his lawyer Farid al-Dib, told AFP on Monday.

"The Ministry of health does not have a single scientific paper saying that Mubarak has cancer", Abdelhamid Abaza, Assistant to the Minister of health, was quoted as saying by the newspaper Al-Ahram and Al-Masry Al-Youm.

"There is no information about the surgery that the former President has undertaken in Germany," he added.

In March 2010, Mubarak traveled to Germany for surgery. Doctors at the time said that he had suffered from chronic cholecystitis calculation-inflammation of the Gall bladder with gall stones and a duodenal polyp.

Mubarak has also had a growth removed from his intestine.

"He should have had a medical follow-up, after that, but has not been done," Mubarak's lawyer said on Monday.

A German medical team, including the surgeon who operated on Mubarak last year, expected in Sharm el-Sheikh later Sunday to examine himself and see if he is suffering from cancer, Al-Masry al-Youm said.

The former President is being held in custody in a hospital in Sharm from suffering from heart problems during interrogation on 13 April, almost a month after 18 days of popular protests forced him to stop.

Mubarak, who turned 83 in may, and his sons, Alaa and Gamal are set to go on trial on 3 August, accused of having ordered the killing of protesters during the uprising of January and February that toppled veteran leader.

Intelligence shift shows change in Afghan war aims (AP)

WASHINGTON – Military intelligence officers were scrambling a year ago to collect and analyze the social, economic and tribal ins and outs of each valley and hamlet in Afghanistan.

This information wasn't the kind of secret or covert material many military intelligence specialists were used to. But it was seen as crucial to helping commanders tell the good guys from the bad, learn what Afghans really needed from their government and undermine the Taliban-led insurgency by winning hearts and minds.

President Barack Obama's announcement Wednesday that the United States will start bringing home U.S. troops next month is part of a gradual scaling back of American operations and ambitions in Afghanistan that is driving a shift away from that labor-intensive attention to local detail.

The old model of military intelligence is back and hunting the Taliban and al-Qaida is the No. 1 priority, officials said.

The White House has been frustrated by Afghanistan's corruption and President Hamid Karzai government's inability to provide competent officials to serve far-flung provinces. That has helped shrink U.S. goals, and the new bottom line is a government strong enough to prevent terrorists' safe havens from returning.

Targeting insurgent leaders and their support networks is seen as an important part of the U.S. exit strategy. The thinking is that Taliban leaders will be more ready for a deal if they feel threatened personally.

The U.S. has confirmed preliminary outreach to the Taliban, but Secretary of State Hillary Rodham Clinton said last week that fruitful talks are probably a long way off.

Changing U.S. goals from nation-building to targeting the Taliban to get them to negotiate instead of fight as the U.S. accelerates its handover have driven a gradual intelligence shift over the past year, according to the officials. They spoke on condition of anonymity to discuss intelligence matters.

A secret U.S. National Intelligence Estimate on Afghanistan issued in February said raids against the enemy and small-scale special-operations-led stability operations were showing progress. Larger nation-building projects were not yet taking hold, the report said.

Generous residents help neighbors in flooded Minot (AP)

MINOT, N.D. – Clergymen Mike Johnson and Mike Pancoast have been too busy helping people chased from their homes by rising waters to give much thought to their own predicament.

The Evangelical Lutheran pastors are bunking with friends in Minot after being evacuated from the Souris River flood zone last week. But on Saturday they hopped into a car and headed for Velva, about 20 miles downstream, to assist others who were being forced to move.

"It's disheartening," Johnson said. "But I'm grateful that I have a place to go and I feel for people who are worse off than I am."

The river was expected to reach its peak level early Sunday after swamping an estimated 4,000 homes. The National Weather Service predicted the river's crest would be more than 2 feet lower than earlier projected, welcome news in the battered community.

Johnson, associate pastor of Christ Lutheran Church, was uncertain about the fate of his own apartment building, although his belongings were safely in the hands of parishioners and friends in town. Fellow Lutherans from Stanley, an hour's drive west, took charge of his office equipment and files.

"They just showed up on Tuesday and carted stuff off for us," he said.

Similar stories of people helping each other, often without being asked and demanding nothing in return, were a heartwarming counterpoint to the destruction from unprecedented flooding along the Souris valley in north-central North Dakota. Brought together by word of mouth, church and civic networks, social media and random encounters, those with housing and supplies to spare gave willingly to those without.

So many opened their doors that while some 11,000 people were evacuated from neighborhoods nearest the river, only a few hundred used shelters at Minot State University and the City Auditorium.

"For the rest of the country, that is kind of mind-boggling. But ... that's how we are in North Dakota," Sen. John Hoeven said.

A Facebook page called "Minot ND Flood Help" drew volunteer offers to haul furniture, care for pets, clean laundry and even give therapeutic massages — many from outside town.

Patrica Eide of Tioga, about 85 miles west, posted an offer to loan her 30-foot camper to a displaced family. It quickly drew a taker: a man with a wife and three children who were living in their van since being evacuated.

"We could probably rent that thing for $500 a month, but I told my husband there's no way I'm going to be greedy," Eide, 62, said by phone. "God just had better plans for our camper than renting it."

She was preparing to haul it to Minot with a load of canned tomatoes and green beans, a grill, propane and other supplies. "I think we've got 'em covered," she said.

Mike Pancoast and his wife Kari, both associate pastors at First Lutheran Church, were staying with Minot State campus pastor Kari Williamson after the rising river threatened their church and adjacent brick parsonage. Like Johnson, they didn't know how high the waters would rise, but were confident enough to move most of their clothes and other belongings to higher floors instead of removing them. Their four children were staying with her parents in Minnesota.

"We've kept it together pretty well, although it's not to say we're a solid rock through this," Mike Pancoast said, sipping coffee at the kitchen table of Williamson's ranch-style house. "It's one thing to go and visit somebody and stay in their house and enjoy their hospitality for a couple of days. It's another thing to move in indefinitely and wonder have we overstayed our welcome?"

Johnson was staying with parishioners David and Laurie Weber. Their teenage sons, Preston and Dylan, accompanied him to Velva after spending Thursday on their bikes, going door-to-door to help evacuees move furniture.

A common sight was garages packed with televisions, books, clothing and other items as residents turned their homes into temporary storage units for flood victims. Williamson was keeping things for students at Minot State.

Across the street, a trailer stuffed with household belongings stood in Derek Cumbie's driveway. His garage was a veritable warehouse after several friends dropped off their things.

Two were staying with Cumbie, 26, a captain at Minot Air Force Base.

"I've been really impressed with how people in this community are helping each other, so I wanted to do my part," he said.

On Friday, the river had been expected to peak at about 9 feet above major flood stage, but it leveled off and was only rising by tiny amounts Saturday. The National Weather Service dropped the projection by just more than 2 feet as upstream flows weakened.

City officials applauded when Minot Mayor Curt Zimbelman announced the peak forecast at a news conference. He warned the sustained high water flows were likely to last for three to four days, enough to put significant strain on the city's newly built earthen levees.

"You've got that deterioration on the dikes. If you see how fast that water is moving, it's scary," Zimbelman said. "We're concerned that we can hold it, and it's critical that we keep a vigilant eye on this."

Minot's Broadway Street bridge over the Souris, which is its most important connection between the north and south sections of the city, is likely to remain closed until the crest recedes, the mayor said.

Problems at Minot's water treatment plant prompted the state Department of Health to issue a "boil order" on Saturday for users of city water. It also applies to the Minot Air Force Base, about 13 miles north of town, which gets its drinking water from Minot's municipal system.

Zimbelman said city officials were "not completely sure at this point" that Minot's water supply had been contaminated.

"It has not been fully tested ... to show that it is contaminated," Zimbelman said. "There is just a concern at this point, so we're taking precautions."

Taliban militant and his wife staged attack on Pakistani police (Reuters)

DERA ISMAIL KHAN, Pakistan (Reuters)-the Taliban to militant and his wife carried out by a terrorist attack on a police station in Pakistan on Saturday which killed 12 policemen, said a spokesman for Taliban suicide Sunday.

The pair, armed with assault rifles and grenades, raided the compound and took a dozen of policemen hostage for several hours in a village near the South Waziristan region, a major al Qaeda and Taliban Sanctuary on the Afghan border.

The operation further tarnished Pakistan's security establishment, which has suffered a setback after another since the killing of Osama bin Laden by u.s. special forces on Pakistani soil, on 2 May.

The Taliban use rarely women suicide bombers. The attack on police station suggests that they are adopting new tactics in a campaign to overthrow the U.S.-backed Government.

The Taliban, husband and wife shot dead five policemen and later blew up after being attacked by commandos, killing seven more policemen died of their wounds overnight, police said.

Ehsanullah Ehsan, a spokesman for Pakistani Taliban, said the assault was carried out in retaliation for Government attacks and killing of bin Laden against militants.

"The attackers were a husband and wife. We will keep making attacks with different strategies, "he told Reuters by phone from an undisclosed location.

Sunday, a bomb planted on a motorcycle just standing outside a police station in the eastern city of Multan injured four policemen, police said.

The Pakistani Taliban movement, which is close to al Qaeda, has stepped up violence in Pakistan after the death of bin Laden, in operations that have embarrassed the military.

The group said it was behind an assault on a large base of Marina in the city of Karachi last month. The Taliban killed almost 100 people in an attack at a paramilitary compound.

Large groups of Pakistani Taliban fighters also have organized large-scale shooting attacks on security forces in other parts of the Northwest.

The United States has been piling pressure on Pakistan to crack down harder on militancy, since it was discovered that bin Laden has been living in Pakistan for years.

Major Pakistani cooperation is needed as Washington tries to wind down the US-led war in neighbouring Afghanistan and defeat al Qaeda and its allies.

But the generals of Pakistan are furious because the United States has kept in the dark over the raid to bin Laden.

Israel warns media against boarding Gaza flotilla (AP)

Jerusalem-Israel on Sunday threatened to prohibit international journalists for up to a decade from the country if they join a flotilla infringe planning the Israeli blockade of the Gaza Strip.

The warning reflected Israeli jitters about the international flotilla, which is little more than a year after a similar mission ended with the death of nine Turkish activists in clashes with the Israeli naval commando.

Israel is eager to avoid a repeat of last year's raid, which has drawn heavy international condemnations and finally forced Israel to loosen a blockade on Gaza controlled by Hamas. Israel says the blockade is necessary to prevent Hamas weapons smuggled into the territory.

It is not clear when the current is actually Sail flotilla, but organizers have hinted that it might be earlier this week.

In a letter to foreign journalists, Director of the Government Press Office, Oren Helman, called the "a dangerous provocation which is organized by extremist Islamic and Western elements to help Hamas."

"I would like to make it clear to you and to the media that you represent, that the participation of the flotilla is an intentional violation of Israeli law and could lead to the participants is denied entry into Israel for 10 years, for the seizure of their equipment and additional sanctions," said Helman.

The letter, he added, had been reviewed and approved by the Attorney General of Israel.

The flotilla organizers say that the mission is required to draw attention to the situation of the 1.6 million residents of Gaza. The Israeli blockade has caused serious damage to the economy of Gaza: unemployment is estimated at close to 50 percent, and the country still suffers from a shortage of building materials, necessary evil.

Israel has long had a tense relationship with the international media. During his invasion of the Gaza Strip 2 1/2 years ago, based on Israeli journalists were prevented from entering the territory, forcing the Supreme Court to order the army to let reporters in.

Israel has imposed a land and a naval blockade on Gaza after Hamas, an Iranian-backed group that has killed hundreds of Israelis in suicide bombings and other attacks, took control of the coastal strip.

The international uproar over deadly raid flotilla last year has forced Israel to facilitate considerably the embargo, but the blockade remains intact.

Israel has already said it will block the flotilla this time. Navy officials say they will use different tactics, although hoping to avoid bloodshed.

Doubts on spur health Chavez speak of the successor (AP)

CARACAS, Venezuela — Hugo Chavez that speculation might be suffering from a serious illness is putting the focus on a difficult situation for the allies of the President: it is not clear who might step forward if he had to resign.

Venezuelans few speak publicly about Chavez leave office, partly because of high government officials and close relatives have repeatedly said that the President is recuperating in Cuba after surgery there two weeks ago.

Again, silence and solitude after Chavez have stimulated increasing mention of his health, stirring fears among some supporters that their leaders might be seriously ill.

Speculation has led some to think about what would happen if ill health to force Chavez to abandon power. Until recently, contemplating even this possibility would have been considered absurd.

Under the Constitution of Venezuela, Vice President Elias Jaua would take the place of the President during absences "temporary" up to 90 days. Jaua and would serve the remainder of the term of six years of Chavez if the President were preaching socialism-die or resign.

With presidential elections looming next year, such a scenario could put the Jaua and other leaders of the dominant party in a difficult position.

None of the confidants close to Chavez share his charisma and talent for connecting with the poor majority of Venezuela. That area has ultimately decided the election in this politically divided the South American country.

Steve Ellner, a Professor of political science at the University of the East, Venezuela believes that the future of Chavez's political movement would largely depend on whether poor health prevented Chavez designating a successor.

"There is no second-in-command in Chavez," said Ellner. "If it is unable to approve anyone Chavez, there inevitably will be dissent".

Ellner said that the situation would be very different if Chavez threw its support behind a would-be successor.

"There is a great sense of loyalty within the movement of Chavez," he said. "If Chavez himself is able to perform for physical reasons, but supports a certain candidate, the movement will not collapse."

While there are no obvious candidates, some observers believe that the President might touch Jaua or Rafael Ramirez, Venezuela's Energy Minister.

Diosdado Cabello, a former army officer who joined in a 1992 coup led by Chavez, once was perceived as Chavez's closest confidant. But standing of Cabello seems to have faded, because he lost a bid for re-election in 2008 as the Governor of the State of Miranda, a leader of the opposition.

Venezuelan officials have limited their comments about the health of Chavez in saying that it was recovering, but provided few details.

Jaua told an auditorium packed with supporters of the Government Saturday that Chavez "is recovering to continue the battle."

He condemned the opponents of Chavez for speculating on the health of the President, accusing them of using the President's surgery to score political points before the next presidential election.

"I know that you can beat our Commander, Hugo Chavez, in an election," he said, adding: "Chavez is going to be around for a long time".

Meanwhile, the Twitter stream of Chavez was active and does not provide any information on his health. A message on Friday hailed Venezuela's military in holiday marking a decisive battle of independence. Three messages appear within 30 minutes, Saturday afternoon, including one mentioning Chavez visits Rosines daughter and grandchildren.

"Ah, that happiness is to receive this shower of love!" read the message to Twitter. "God bless them!"

No one has heard speak publicly because Chavez said the Venezuelan State television by telephone on 12 June that he was quickly recovering from surgery two days earlier for a pelvic abscess. Medical tests showed no signs of any disease "malicious," he said.

It is unclear when he will return to Venezuela.

Foreign Minister Nicolas Maduro urged Venezuelans on Friday to wish to complete the recovery of Chavez and express their "truest love so that his health is restored."

"The battle that President Chavez is leading to his health must be the battle of all: the battle for life, for the immediate future of our motherland," Maduro said.

Miguel Tinker Salas, a Professor of Latin American studies at Pomona College in Claremont, California, said he thinks some people "are jumping the gun" which expresses doubts about the health of Chavez and raising questions about a potential successor.

"I imagine that Chavez is enjoying this why people seem so concerned about his health," said Tinker Salas. "I can imagine him joke about all speculation in front of a crowd of supporters" sometime in the near future.

Activist: Syria kills 2 protesting after funerals (AP)

BEIRUT – Syrian forces opened fire at funerals for slain political protesters, a human rights activist said Sunday, leaving two more people dead as Syria tries to subdue weeks of demonstrations against President Bashar Assad.

The two were killed Saturday in al-Kaswa, a suburb of the Syrian capital, Damascus, said Rami Abdul-Rahman, the London-based director of the Syrian Observatory for Human Rights. Security forces opened fire when the funerals turned into protests, he said.

Syrian activists say 20 people were killed in Friday demonstrations across Syria, including two children aged 12 and 13.

Most of the Friday deaths occurred in Barzeh and al-Kaswa. Footage posted online by activists showed dozens of people in a Saturday funeral procession for three of the dead in al-Kaswa, shouting "Allahu Akbar!" or "God is great!" and "Bashar, get out!"

Abdul-Rahman says one person was also killed Saturday in Damascus' Barzeh neighborhood and two were killed in the village of al-Quseir.

The opposition says some 1,400 people have been killed in recent months as the government has cracked down on the movement demanding an end to four decades of autocratic Assad family rule. Hundreds of Syrians, some with gunshot wounds, crossed into neighboring Lebanon late last week fleeing the crackdown.

The new arrivals joined thousands of other Syrians who fled to Lebanon in May and early June.

The military's recent sweep through northwestern Syria, where armed resistance flared in early June, also has sent more than 11,700 refugees fleeing across the border to refugee camps in Turkey.

Syria protest group warns of coming 'volcano' (AFP)

DAMASCUS (AFP) – Syrian security forces continued their crackdown on protestors with another four civilians killed, as a protest group called for demonstrators to expect "a volcano" this week.

"Two civilians were killed in Kassir by gunfire from the security forces who have reinforced there since Friday" near the Lebanese border, the head of the London-based Syrian Observatory for Human Rights, Rami Abdel Rahman, told AFP.

"The other two civilians lost their lives to security force fire during the funerals of victims killed on Friday" in Kiswah south of the capital, he said.

The Syrian Revolution 2011 called on demonstrators to "get ready for a volcano" in Aleppo next Thursday, Syria's second city, in a message posted on its main Facebook page, while opposition figures announced they will meet in Damascus on Monday to discuss "how to solve the crisis.".

Tens of thousands of people calling for the regime's ouster protested on Friday in response to a call by the Facebook group Syrian Revolution 2011 -- the driving force behind three months of anti-regime demonstrations.

Security forces used live ammunition and tear gas against the protesters, killing 18 people and wounding scores more, activists told AFP.

Five died in the Damascus neighbourhood of Barzeh, six in Kiswah and seven in and around the central city of Homs, they said.

Abdul Karim Rihawi of the Syrian League for Human Rights said funerals were held on Saturday in all three protest centres for Friday's victims.

"The army backed by tanks and troop carriers entered Al-Najia as part of its deployment in the province of Idlib," Abdel Rahman said earlier of the situation along the border with Turkey.

Al-Najia is on the road linking the northwestern city of Latakia to Jisr al-Shughhur -- home to 50,000 people, most of whom fled after the army seized the town on June 12, with many crossing into Turkey.

The latest operation came just days after the army moved into Khirbet al-Joz, another village near the border, and amid EU condemnation of Syria's resort to "shocking violence" against peaceful dissent.

On Friday, the state-run SANA news agency reported that the army had "completed" its deployment in and around Jisr al-Shughur, and quoted a military official as urging villagers who had fled their homes to return.

The authorities blame "terrorist armed groups" for the unrest that has gripped Syria since pro-democracy protests broke out in mid-March, and say the military deployments are aimed at rooting them out.

The army's sweep through protest centres in the northwest has sent nearly 12,000 Syrians fleeing to safety in neighbouring Turkey, which is scrambling to accommodate the refugees in its Hatay border province with Syria.

More than 200 tents have already been erected in the camp while another 1,000 are due to be ready in a week in the village of Apaydin with a capacity for up to 15,000 people, village headman Omer Cagatay said.

Syria's Red Crescent chief, Abdurrahman Attar, said on Saturday that the refugees would not face retribution or interrogation if they returned home, Turkey's Anatolia news agency reported.

"We, as the Red Crescent, guarantee that the Syrian government will not call (the refugees) to account and under no circumstances will security forces take decisions about them," Attar was quoted as saying.

Syria's President Bashar al-Assad on Tuesday ordered a general amnesty in a bid to quell rising unrest, a day after offering a "national dialogue."

More than 150 people were rounded up between Friday and Saturday in house-to-house searches in Barzeh and some 70 arrests were made in Mareh near Aleppo, the Observatory said.

The Observatory says 1,336 civilians have been killed in the government's crackdown and that 341 security force personnel had also lost their lives.

Amnesty International chief Salil Shetty, visiting Cairo on Saturday, urged Arab states to act to help end the violence in Syria.

"I urged the League of Arab states to take far stronger action on the gross human rights violations taking place in Syria," Shetty said after meeting outgoing Arab League chief Amr Mussa.

"In contrast to their vocal stance on Libya and support for international action, Arab countries have stayed largely muted on Syria."

EU leaders adopted a declaration in Brussels on Friday denouncing "in the strongest possible terms the ongoing repression and unacceptable and shocking violence the Syrian regime continues to apply against its own people."

Death toll rises to six in Amtrak collision (Reuters)

LOS ANGELES (Reuters) – At least six people were killed when a tractor-trailer rig barreled through railroad gates and into an Amtrak train early Friday in Nevada, authorities said on Saturday.

The Churchill County Sheriff's Office confirmed the six fatalities in a written statement released late on Saturday night. Authorities said dozens more were injured, at least one critically.

Meanwhile, a National Transportation Safety Board spokesman said the driver of the truck slammed on his brakes just 320 feet before the rail crossing, apparently failing to see signs, flashing lights and closed signal arms.

"The data so far indicates that all signals and gates were operating properly (and) there was excellent visibility of the track," said NTSB member Earl Weener.

The truck, leading a convoy of three tractor-trailer rigs, was traveling at such a high rate of speed that it embedded itself in the side of the train, Weener said.

Among those killed in the collision at a crossing of U.S. Route 95 near the town of Lovelock, about 70 miles east of Reno, were the truck driver and train conductor, the Nevada Highway Patrol has said..

Authorities said earlier on Saturday they expect to pull more bodies from the twisted wreckage of the train, but a search was proceeding slowly because the burned-out train cars were considered dangerously unstable.

"We know that people have seen bodies, but we can't get to them in the wreckage," Nevada Highway Patrol spokesman Dan Lopez said. "The biggest thing right now is the safety of the workers."

It was not immediately clear if the confirmed fatalities included the bodies seen inside the wreckage. Weener said emergency responders had reported "multiple fatalities" but could not be more specific.

'FATALITIES TO PASSENGERS'

"Preliminary reports are that there have been fatalities to passengers, an Amtrak train crew member and the operator of the truck," Amtrak said in a written statement.

A spokeswoman for the passenger rail line, partly owned by the U.S. government, declined to elaborate on the statement.

Weener did not offer an explanation for the driver's apparent failure to notice the signs or lights, saying the train's engineer saw the collision clearly and verified that the signals were working correctly.

"We will not be determining a probable cause of this accident while on scene, nor will we be speculating," Weener said, adding that a team of 21 investigators expected to remain at the accident site for seven to 10 days.

He said the other two trucks in the convoy took action to stop in time, but the lead vehicle did not.

The fiery crash sent a plume of black smoke billowing into the air over the scene and forced closure of the tracks and Route 95 in both directions.

Survivors were taken to local hospitals.

A spokeswoman for Renown Regional Medical Center in Reno said the hospital received nine people from the accident, including one who remained in critical condition on Saturday.

A second patient was listed in serious condition and a third in fair condition. Six others had been discharged.

Another 60 people were taken to Banner Churchill Community Hospital in Fallon, about 30 miles away, spokeswoman Aimee Fulk told Reuters.

The 10 most seriously hurt patients were admitted and treated in the hospital's emergency room, she said, while the remaining 50 were treated for lesser injuries and released.

Fulk said she had no further information on the condition of the patients in the emergency room but was not aware of any life-threatening injuries among them.

Passengers who were not injured, some of whom spent the night in local shelters, were taken to their destinations by bus.

The westbound California Zephyr was en route from Chicago to Emeryville, California with 204 passengers and 14 crew members on board when it was hit.

Bill passes Commons eventually postal strikes (Reuters)

OTTAWA (Reuters)-Canadian mail should start moving again on Tuesday, with postal workers from being forced to work widely debated legislation that passed the House of Commons on Saturday night.

Left the new Democratic Party had held the Bill with 58 exhausting hours of day and night debate but it finally made it through the House and now heads a special Sunday session of the Senate, where its passage is assured because of the ruling conservative domination of the upper House.

"After a delay, however, are completely useless, that very soon new Canadians will have access to their mail," Minister conservative Stephen Harper, whose party made the Bill, said outside the House.

Most members of Parliament-including Harper sometimes-had to sleep in their offices to avoid missing a crucial vote during day 2-1/2. Some played board games or strummed guitars in lounges, when they weren't speaking or sleep.

The Government expects the Bill to become law on Sunday afternoon and postal employees would return to work 24 hours later, said Harper's Press Secretary Andrew MacDougall. The first day of Mail service resumed later on Tuesday.

Postal workers had begun rolling hits the 3 June in a contract dispute with Canada Post, state the primary postal operator in the country. That has led to a block on 15 June that shut down the mail service.

The Bill provides for an arbitrator to collect or best offer final Union or Canada Post. The most controversial legislation sets pay increases that are smaller than Canada Post had offered, even if they match up with another public sector Union.

If your offer has been accepted by the arbitrator, Canada Post would be able to offer new hires less generous salaries, pensions and holiday, providing great savings. Experienced employees get currently seven weeks of vacation leave and substantial.

In an age of email and electronic bill payments, Canada Post says it needs to cut spending in order to be competitive, particularly with courier companies.

The Canadian Union of postal workers, representing 48,000 urban workers, says that the company is still viable and that unfair management demanded concessions in wages, the staffing and security.

"The Government is clearly willing to side with employers to grind the wages and working conditions", Denis Lemelin, President of the Union, said in a statement.

"The Conservatives have proven to be very anti-labour aims after only two months of majority government."

A survey this month showed that 70 percent of Canadians supported legislation to force an end to the work stoppage.

WASHINGTON (Reuters)-Treasury Secretary Timothy Geithner said on Friday that the decision to release oil reserves of the Government, the international community was not a political move.

The decision to release a total of 60 million barrels of oil reserves is designed to meet the shortfall caused in part by the crisis in Libya, Geithner said. Oil prices have risen due to political unrest in the Middle East and North Africa.

NYC parade to get boost from same-sex milestone (AP)

NEW YORK – One of the world's oldest and largest gay pride parades was expected to become a victory celebration Sunday after New York's historic decision to legalize same-sex marriage.

Parade organizers were expecting half a million people to participate in the march, which comes two days after state lawmakers transformed the wedding dreams of gay couples into reality. Floats, music and dancing were expected to enliven the city streets with bright flourishes of carnival-like revelry.

State Sen. Tom Duane, a Manhattan Democrat who is gay, said he planned to join in the festivities.

"I always love the parade," Duane said in an interview Saturday. "It's like Christmas and New Year's all wrapped into one, but I think it'll be particularly joyous, so I'm really looking forward to that."

Duane said he and his partner had first discussed marriage when Massachusetts became the first state to legalize same-sex marriage in 2004, but opted not to make any decisions until it became legal in New York. They have not made any plans yet.

"That will be next week's project," Duane said.

There may even be a few surprise engagements during the parade, which begins at noon at 36th Street and Fifth Avenue before heading downtown.

It ends at Greenwich and Christopher streets, near where gays rebelled against authorities and repressive laws outside the Stonewall Inn in Greenwich Village on June 28, 1969 — helping to trigger the gay rights movement.

A year later, several hundred people marched through the neighborhood to commemorate the riots in what is commonly considered the world's first gay pride parade.

This year's grand marshals include author and sex columnist Dan Savage and Terry Miller, who married in Canada; the Rev. Pat Bumgardner, the senior pastor of Metroplitan Community Church of New York and a proponent of gay rights; and the Imperial Court of New York, which raises money for gay health and social services.

The law signed by Gov. Andrew Cuomo on Friday doesn't take effect for 30 days. It was passed amid opposition from influential religious groups in the state.

Egypt has workers revolution left behind? (Time.com)

No one in Zagazig wants to talk about what happened last week. The hundreds of railway workers who maintain the old, trash-ridden tracks and trains in this Nile Delta town whisper hurriedly about a strike that briefly disrupted rail traffic across the country of 80 million. But the workers won't give their names or discuss it at length for fear of retribution from the soldiers and security forces that so swiftly put an end to it. And the man they point to as their labor leader says nervously that he knows nothing about a strike.

But maybe it's better that way, say some Egyptians - particularly political leaders and the railway's managers. "We're against stopping business like this, because we're trying to get stability back," says Mansour al-Shitry, an accountant for the state-run railways. "Of course the government can't meet the demands of all the people at once, and we don't want to give the military council more of a burden than they already have." (Lightbox [EM] Egypt In Flux: Photographs by Thomas Dworzak)

That's the rationale echoed by many of Tahrir Square's liberal, intellectual youth, politicians and, indeed, the military leadership. It's an opinion that predominates among the educated classes in the debate over where the line should be drawn between revolution and transition. Protests for political reform are crucial, many argue, because the system of governance will define Egypt's future on all levels. Labor strikes, on the other hand, can and should be postponed: it's not the right time, they say; Egypt's floundering post-revolution economy needs all the work it can get.

But the laboring classes - many members of whom have not received their salaries in months - feel otherwise. Dozens of strikes and sit-ins have stalled business across the public and private sectors in recent months. And to union leaders and labor activists, the core revolutionary demands of the working classes have yet to be acknowledged. Minimum wage has been raised and promises have been made, but most have yet to see concrete change on the ground. And indeed, amid the cracks, crevices, and gaping political and ideological fault lines that have shattered the early unity of the February revolution that toppled President Hosni Mubarak, is a divide that increasingly seems to define other debates as well. It's about class.

"There is total class warfare going on in Egypt right now that I don't even think [the liberal movements] can see," says Joshua Stacher, a political scientist and Egypt expert at Kent State University. "If middle upper class, urban people in Cairo and Alexandria get some of their demands met, they could care less about minimum wage, or the fact that the healthcare system is complete crap," he says of the competing array of post-revolutionary demands. "The dominant discourse that's coming out on TV is that it's not the right time to protest for these things. Like 'You shouldn't have a living wage right now, you're being greedy.'"

Instead, political elites have prioritized political reforms. And one of the most prominent debates to grip Cairo's political scene in recent weeks centers around the question of what needs to come first on the roadmap to a prosperous and democratic Egypt: a new constitution or a new, elected parliament. The debate has largely been split along Islamist versus liberal lines. The latter, fearing an Islamist majority in parliament, wants to ensure that certain rights and laws are guaranteed first. The Islamists argue that only an elected parliament can determine the next constitution, and a national referendum passed overwhelmingly in March specified as much. "Some people are trying to take a detour around the popular decision in the referendum," says Mohamed Ezzat, a local Muslim Brotherhood official in Zagazig. "But the people have chosen a road map for what happens next in this country, and they want that to be respected." (See TIME's Exclusive Photos: Turmoil in Egypt)

For others, however, it's not about religious ideology or road maps at all. "Mostly their demands are political like 'Freedom' and the debate over what comes first - constitution or elections," says labor activist Adel Zakaria of the urban elite, who he describes as middle class. "Workers don't care about that. They have their own problems - mainly they need to eat."

The April 6th Youth Movement, one of the most prominent liberal groups, say it recognizes the deep economic concerns felt by most Egyptians. And last month, in an effort to mobilize Egyptians for a "Second Revolution" protest in Tahrir, the group handed out a flier that promoted economic demands first. "The people just move with us if we talk about economics only," said the group's leader Ahmed Maher at the time. "We know the constitution is more important than the economic demands because we know that the things in the street are organized after that. But the people in the street don't know that."

The disconnect has emerged in the results of popular polls as well. Liberal political leader Mohamed ElBaradei topped a Facebook poll by Egypt's ruling Supreme Council of the Armed Forces this week to gauge popular preferences for 18 prospective presidential candidates. To some, it suggests that the majority favors liberal, "Constitution First" politics, of which ElBaradei is an advocate. But in the streets and fields, and on the railway tracks, Egyptians suggest the poll may have more to do with who uses Facebook than with popular opinion.

A less publicized poll released the same week by the International Peace Institute offered a total reversal of rankings, listing former Arab League chief and popular icon Amr Moussa first among the contenders, followed by the country's top military general.

TIME's Complete Coverage: The Middle East in Revolt

Still, while they lack political clout, the lower class masses - at least in the form of striking workers - have been loud. A new $83 billion budget for fiscal year 2011-2012 released by the Egyptian finance ministry on June 22 says as much about reform priorities as it does about who's making noise. The budget pours money into social welfare spending and subsidies, apparently attempts to address working class unhappiness. And on Friday, workers groups that established the country's first independent labor union federation in March are calling for a million man protest to demand that the government crack down on cronyism in job hiring and uphold its promises to establish better worker rights.

In Zagazig, the railway workers say they want overtime compensation and better pay. Some say they make little more than 500 Egyptian Pounds ($84) a month - hardly enough to raise a family on, and still 200 Egyptian Pounds below the new national minimum wage. "We normal people are calling for our rights," explains one train air conditioner technician plainly.

After security forces cleared the tracks last week, railway workers received a promise from the national Railway Committee, the governor, and the local security chief, that their demands would be met. "They've spoken, but we'll see if they'll pay," says one accountant at the Zagazig train station. "To be honest, how will they pay if there is no income? The economy is in a bad state."
